    Does the fan speed also shutdown one burner? I want to cook at 425 and low fan but oven seems to stuggle to get up to temp. Works fine on hight fan speed.

    Yes it does. You have 3 gas valve solenoids. two are controlled by the ignition module. The other is controlled by the fan switch.
